Clean Water Act 401 Water Quality Certification

Douglas PUD filed its Final 401 Certification Request with Ecology on September 30, 2010.  The Final 401 Certification Request contains copies of the studies, evaluations and reports that support Douglas PUD's application for Water Quality Certification.  Appendix A contains all of the documents supporting the Wells Anadromous Fish Agreement and Habitat Conservation Plan (HCP) including the HCP Agreement, supporting documents, biological opinions, incidental take statements, FERC orders, juvenile survival study results and annual reports (2004-2009).  Appendix A also includes a detailed description of Douglas PUD's current hatchery production facilities.

Appendix B contains all of the studies, evaluations and reports that support the Wells Aquatic Settlement Agreement.  These materials, together with the materials previously provided to the FERC and Ecology during the relicensing process (Pre-Application Document; Initial Study Report Document; Updated Study Report Document; and the Draft and Final License applications) form the scientific basis for Douglas PUD's request for Water Quality Certification for the Wells Hydroelectric Project (Project No. 2149).
