Supplemental Biological Assessment

The draft Biological Assessment (BA) for the relicensing of the Wells Project was filed with FERC on May 27, 2010.  The draft BA was included in Exhibit E of the Final License Application for the Wells Project.  The draft BA included all of the pertinent information as of its date of publication in May 2010. 

In late 2010 and early 2011, the US Fish and Wildlife Service (Service) designated critical habitat for bull trout and re-prioritized several Endangered Species Act (ESA) listed candidate species.  In an effort to include this new information into the relicensing proceeding, Douglas PUD worked with the Service to develop a supplement to the draft BA.  The Supplemental Draft Biological Assessment was developed to reflect the Service’s new listing priorities and to document the analysis of potential impacts of relicensing the Wells Project on newly designated critical habitat for bull trout.  Douglas PUD’s Supplemental Draft Biological Assessment was filed with the Federal Energy Regulatory Commission on August 29, 2011.  It is anticipated that this document will facilitate a more rapid and efficient ESA Section 7 consultation for the relicensing of the Wells Project.
