FERC Scoping Documents
The Federal Energy Regulatory Commission (FERC), in accordance with Integrated Licensing Process (ILP) regulations, may issue up to two scoping documents during Wells Project relicensing. Scoping documents are developed by FERC to complete the environmental assessment required by the National Environmental Policy Act (NEPA). Scoping Document 1 was issued by FERC on January 29, 2007, within 60 days of Douglas PUD’s filing of its Notice of Intent (NOI) and Pre-Application Document (PAD). Scoping Document 1 identifies issues to be addressed in the NEPA analysis and defines a process plan and schedule. Scoping Document 2 was issued by FERC on May 15, 2007. Scoping Document 2 addresses any comments to FERC from agencies, Indian tribes and members of the public regarding the PAD and Scoping Document 1.
